specification หมายถึง requirement ของลูกค้าหรือ end user ซึ่ง requirement นั้นอาจจะเป็นได้ทั้งแบบ fixed และ flexible

develop detailed specifications and concept, evaluate concepts, and perform feasibility study
เป็นขั้นตอนทีมีการทำการหา alternative solution เพื่อเป็นหารวิธีป้องกันปัญหาที่จะเกิดขึ้น และมีการทำ feasible study เพื่อประเมินถึงความเป็นไปได้ของโครงการ โครงการที่ผ่าน feasible study แล้วจึงจะนำไปทำ detailed design ได้
